Presentation

The duration of armed conflict in Colombia has prompted national and foreign professors to dedicate large efforts to the understanding of this event in different times and regions.   On the other hand, Colombian society has displayed enormous creativity in the search for development and civic initiatives that may contribute to the pacific solution of conflict.   Nevertheless, there is usually no exchange of ideas between those who study peace, the armed conflict and the multiple regional development and peace initiatives. Most of the achievements of analysts are limited to the national academic circle.   They are not part of international academic reflexion about armed conflict and its possible solutions.

Because of this situation, this International Seminar hopes to overcome the isolation of the parts involved, to be able to create a space for reflexion about the possibilities of creating integral development, peaceful coexistence of citizens and institutional strengthening in regions affected by armed conflict.   So far citizens have been inserted into the economy in a subordinate way that is characterized by political relations of a patronage style.   Exchange among scholars, social leaders, civil society organizations, cooperation agencies, international organizations and public officials, could influence the design of public policies more compliant with the results of academic research and the experience compiled by regional programs.   Besides, it could internationally launch the compiled research of Colombian scholars for discussion of the experiences in other countries.

In this sense, this International seminar will study these topics through theme panels and discussion groups that will have the participation of multiple voices and actors.

This panel will focus on the possibilities of economic development of the regions in conflict.   Reflexions on scholars research in this aspect and on the incidence of programs and workshops on development and peace in national and regional economic progress.   ¿How can public policies, development plans and regional initiative better materialize what has been learnt?

This panel will explore the territorial dimension of armed conflicts, its regional differences and the situation of civil population in regions affected by violence.   In this sense the question is in which way does negotiation and peace initiatives have to be consequent with the social and political configuration of the territories affected by the conflict.

ODECOFI

ODECOFI is the Colombian Observatory for Comprehensive Development, Social Coexistence and Institutional Strengthening in regions strongly affected by the Armed Conflict . It has been created in 2007, sponsored by Colombian Institute for Science and Technology Development - COLCIENCIAS- as an elite center in the social sciences field.

The agenda that we propose to develop over the next five years wants to produce a comprehensive and interdisciplinary description of the regions affected by violence, starting from the question of the potential and limitations that these regions experience in terms of overcoming the inequality of their economic development, building relations of social coexistence, and strengthening State institutions of a democratic nature.

ODECOFI is conformed by the CINEP's group on Political Violence, Peace, and the Construction of the State; the Center for Development Studies CID of the National University; the Observatory on State/Society Relations in Local Contexts of Antioquia University; the Territorial Studies Group of INER; the Resource Center for Conflict Analysis - CERAC-, and the Social Development Research Group -GIDES- of the San Buenaventura University in Cartagena.
